Some water can be good, but generally I'd only bother if it was particularly strong, over about 47% or so, generally if it's around 40% they've already added the water for you before they bottled it.
Water does change the taste, specifically it allows some of the more volatile aroma compounds to be released more easily or something, I quite like that, some don't.
Ice chills the whiskey, reduces the evaporation and prevents a lot of the aromas getting out.
Whether to add water or not is personal preference. Adding ice to good whiskey is a criminal offence.Jon Miller: MikeH speaks the truth

Single malts vary a LOT in their taste profiles, and some are pretty strident. For beginners, it might be nice to start with a quality blended scots, like Dewarsor Johnnie Walker.
