The only externality (looked up externality on the wiki) I see with oil is air pollution and the risk of oil spills, but since BP has to pay for the cleanup I don't know if that's actually an externality. However, based on what I've just read, shouldn't we tax gas because of the air pollution externality?

Incorrect.
The science behind "carbon dioxide can make the planet warmer" is there. I am however one of those people that is skeptical that the amount we are putting into the atmosphere is sufficient or the rate rapid enough to cause any sort of catastrophic change. It's not an issue I pay much attention to though.

Of course we should, as well as for congestion and road maintenance externalities (assuming direct road use pricing is not available)
The estimated cost to other drivers, due solely to the increased risk of traffic accidents, of a single additional registered car has been estimated to be as high as 2000$ in some states....
