You're a ****ing ****. I specifically stated what was flat about a consumption tax: the percentage of consumption, which is equal to a flat tax on earned income.

And that a bunch of bull****. Flat on consumption is just a lie. Who cares if it's flat on consumption, it's not a flat tax so it's not the same thing. It's not the same thing with regard to incentives, because people will save more with a consumption tax and rich people will pay less than they would with a flat tax. Your full of ****. And you try to cover it up with your crap.

The only difference between a flat tax and the VAT is in where it's collected and possibly the treatment of already-existent capital (the VAT expropriates those who already have large sums of money relative to the flat tax). The incentive effects are identical.

In fact, the WHOLE POINT of why this tax is superior to the current income tax is in its differential treatment of earned and unearned income (removing the distortion at the saving/spending margin).

If you could read you would have noticed me making precisely that point.

Are there any big advantages of a VAT over a cash flow or yield exemption consumption tax? Seems like it would be easier to impose progressive rates in a cash flow/yield exemption consumption tax.

You're welcome to your definition, but it's not the one used in flat tax proposals I've seen.

In general, a flat tax is any tax in which the marginal rate is independent of the quantity. You could have a flat tax on gasoline or on number of hours worked. "Flat tax" as usually used is flat tax on earned income.
