          Flat tax proposals I've heard of are flat taxes on earned income. I've been quite explicit about this since the start of the thread.

                    • Are there any big advantages of a VAT over a cash flow or yield exemption consumption tax? Seems like it would be easier to impose progressive rates in a cash flow/yield exemption consumption tax.

                            In general, a flat tax is any tax in which the marginal rate is independent of the quantity. You could have a flat tax on gasoline or on number of hours worked. "Flat tax" as usually used is flat tax on earned income.
