"If ... were" is not only the correct form, but also better-sounding. By contrast, the hanging preposition often sounds much more natural than the "proper" form.
I recognised the name Rees-Mogg, but couldn't place, but then found this:
Ali G: "So what if you got busy with my sister? You wouldn't like it 'cos she ain't the cleanest girl out there! Um, well it can be arranged. She'd be keen!"
