So these smart meters than can give you inhome real time costs of utility usages are helping to save people money, and are supplied by the utility co... My question, will this save people money in the long run or will it just encourage the utility co. to raise rates? How much are utilities a supply and demand issue?

It's a way for them to jack up rates. What they do is charge you more for 'peak' use, which is why they want real-time tracking. They can't charge for 'peak' use without these meters.
