While it might seem similar to Westerners using tanning beds, it goes beyond the superficial in India. I've seen these Indian skin lightening commercials and a lot of them have this disturbing message that in order to become successful and not be discriminated against, you need to lighten your skin.

As has been said, it's pretty much the same all over SE asia. Having watched more than enough Thai TV it quickly becomes apparent that all the stars are fair skinned, and (despite what aneeshm hints) most could pass for Europeans.

India's caste culture and Aryan migration add more to the story than just we're rich-> no work= light skin.

Like Dashi said that eye lid surgery is pretty worrying stuff as well. Something like 3/4ths of the young east Asian here in California have had it done and it is extremely common for parents to buy it for their kids after graduating from high school. It's even the butt of jokes in the Asian community; that's how common it is.

On topic, though, I've worked with many Indians and have found there is definitely a North-South light-dark predjudice. Historically, the darker Southern Indians came from lower castes than their lighter counterparts in the North, so I think lightskin implies superiority..
