I can tell you from certain personal knowledge that the church in the US is extremely sensitive to the issue now. It's obvious that with current social attitudes, you can't really cover this stuff up.

The memo was a perfect outline for what happened across the US. There have been cases across the entire US that show that the US Church did exactly what was in that memo. Take your head out of the sand and just admit how bad they acted. And we will never really know the full picture because of actions taken in the past by the RCC.

And again, what gives the RCC the right to preach morality when this is how it responded to it's own problems. As an institution, they were more worried about covering their own asses than anything else.
They allowed offenders to continue in their actions by simply sending them somewhere else instead of taking serious action against them, and they even threatened victims.

The US church is as guilty as anybody, if not more so.

Which is exactly what happened. The USCCB is terrible at actually implementing what the Vatican is trying to clean up. The same thing is happening with the Liturgical reforms, as the Vatican has improved on the english missal, and the USCCB is dragging their feet.
