I think this chapter of Hurt or Heal, demonstrates why Congress can't produce decent health care legislation. More people were pushing their own agendas and really didn't care who was actually the best or worst president. Some people made votes just to irritate others or attempting to cancel their votes out.

Which is also why our founding fathers were smart enough to make a system where it was difficult to do anything, under the thinking that they didn't really want anything to change.
