      The town is 66% black by population, and 64% black in terms of registered voters. The only thing that makes them a minority is non-participation. People don't deserve special rights just because they refuse to vote. And even if they did, mandating partisan elections does nothing to benefit them.

        1. If the goal is to promote larger numbers of under-represented minority office holders, the only statistic at issue is the proportion of voters. Not registered voters.
        2. I already stated that this kind of policy is counter-productive to the interests of people ostensibly being helped in that very post. But it is true that if this part of the VRA were changed, the number of black members of Congress would drop significantly. The House would look more like the Senate.
