I don't see where I've gone wrong using ratios. The ratio of the masses is equivalent to the ratios of their respective radii.

WRT to angular momentum, less mass equals greater velocity. Greater velocity means larger orbit. If the mass we have on the end of a string gets less, we would expect it to swing out which it does.

Ok, the two body problem, from the barycentre is:

MeRe + MmRm = 0

which means that the ratio:

Me/Mm = Rm/Re

now, in our problem, Mm2 = 0.999Mm

Me/Mm2 = Rm2/Re2

Me/0.999Mm = Rm2/Re2(0.999)

1/0.999 (Me/Mm) = (1/0.999) * (Rm2/Re2)

I'm not sure how to solve for Rm2 and Re2 individually though.

Edit, is it Re = (Mm+Me/Me) and Rm = (Me+Mm/Mm)?

82.3 = (Rm2/Re2).
