What states have mothballed or otherwise surplus arctic patrol vessels that they might be willing to part with if the price is right? I hope to have the Stingray in the Southern Ocean and battling the Sea Shepherds by the time the next season of Whale Wars is on the air.

They're planning to buy new arctic patrol vessels from the Norwegians, though. Hopefully that means they're looking to get rid of some older vessels. Of course, being Canadian, they might just be adding an arctic patrol capability that their navy never had before.
