    Assuming that Russia will simply sell nukes over the limit is absurd. There will be a verification regime as it was there in earlier cases, and the dismantling/destruction will be monitored on both sides as in earlier cases (both countries had much more nukes at the end of the cold war), cuz it is in the interest of both sides not to have nukes unaccounted for.

    Some people watch too many movies.

      Let's get realistic. Cutting to 1500, or even 1000 as Herc suggested? Does anyone actually envision hundreds of nuke explosions? Speaking of...overkill.

        I think there's probably very little middle ground with nukes. I can see one or two being used here and there, and I can see all of them being used, but I can't see any sort of limited, but non-isolated use of them.

          I'm assuming they would 'decommission' them, but the nukes would still be there. Its in the interest in having the US destroy their nukes, and to keep as many as they can.

            That's what happened after GWB and HappyPutin negotiated the SORT treaty

            Under START I a number of systems were destroyed indeed, and it was monitored. START II is another question, but then it never really got going.

                              You just get it wrong. The point is that previous Russia-US agreement is about to expire (this year). If there is no new treaty signed, both sides are free to have whatever stockpile they wish. We can go back to 20+K warheads (like it was during the Cold War) and it could be pretty legal, since the treaty has expired.
