A change like that would help Democrats. Instant runoffs help the system to closer approximate the preferences of the median voter. That's a D in MN, like it's an R in GA.
But yeah, almost every state allows a plurality victory. I think GA is the only exception. LA used to be as well, but they changed their system recently. VT allows the legislature to choose the winner if there isn't a majority (but they always pick the plurality winner, regardless of the parties in question)."Beware of the man who works hard to learn something, learns it, and finds himself no wiser than before.
