A change like that would help Democrats. Instant runoffs help the system to closer approximate the preferences of the median voter. That's a D in MN, like it's an R in GA.
But yeah, almost every state allows a plurality victory. I think GA is the only exception. LA used to be as well, but they changed their system recently.
