How Polish Healthcare Functions

The National Health Found found out that 1/3 of their doctors works in more than one (state-sponsored) health clinic. At the same time, the same hours.
A recordist "worked" at the same time in 25 different places.

People in Poland usually complain about long queues to doctors.
I wonder why.
