These days, I am hooked on Europa Universalis III Complete. It's such a kick-ass strategy game, and its greater sophstication and depth makes Civilization IV look like a preschool sandbox.

It's not turn based, but not the standard RTS stuff either. In Paradox games time goes constantly forward in certain units (IIRC months in EU, for example in HOI it's days), but you can pause any time and give orders, build, do espionage etc. I tried EU: Rome recently but liked their other games more, which I played for a long time so I got Civ IV.
The game is in real time, but it has a pause button you can use as much as you want. Most orders will be given when paused. Think of it as a turn based game, with one day being one turn, where the turns proceed automatically, if not paused. The pace can be altered by you.

Others have beat me to this. But yeah, this is definitely an RTS game but since you can pause whenever you'd like, how ever often you want, it's not a huge change from turn-based.
