Actually, even if what he did was illegal, it would never hold in a court. There are no witnesses, no physical evindence, no car ID, nothing. Just the story of a 7 year old that a man stepped out of a red Volvo and chased her. The only lead of any value is that he is big and old, and wore a peculiar red cap with a skull and a cooking pot with a baby inside. The cap could be the key to identification if the police finds it, but it's no valid evidence, is it?

My wife noted a red Volvo on the same (empty) parking this morning, and I noted a red Volvo there in the afternoon. But we compared the numbers and it were two different cars. Probably both cars belonged to someone innocent.

If the community and school is already nervous enough about this guy to send an alert to everyone, then surely an ID of a car and hat (assuming it matches) would be enough. Maybe your daughter could pick him out of a police line-up too.

NGR: Yeah, because perversion is a distinctly European, esp. Austrian, phenomenon...
Agreed. Any land that produces Hitler, Haider and Fritzl has to be pretty ****ed up.

so is it normally so peaceful that there is no need for the local police to work every day?

Krill and Saras provide good all-American solutions. Otherwise, continue to remind the police of your general concern. Like all bureaucrats, of which you Euros have more than your fair share, yours will eventually respond if you apply the right kind of pressure. Use the same methods that have worked for you or your neighbors in other situations: barking dog, unkempt yard, abandoned vehicle, or whatever.
