Yes. You would be surprised at how little a reasonably competent person (which she was, probably, for governorship of a state like Alaska) can manage to know about things outside their area of expertise.

As an example, one of my wife's coworkers who has a master's degree in biology (this woman is a natural born, white, US citizen) thought that:

1) Chicago was a state
2) Alaska was somehow connected to the lower 48 states (and when shown where Alaska was on a map was shocked)
3) The Civil war was fought in the 20th century

She couldn't even name a Supreme Court case beyond Roe. So yes, I think she's just about that stupid, and the burden of proof is on anyone else to show otherwise.

Lots of Americans from an wide range of educational backgrounds suck at geography in particular. 2/3 of young adults can't even point to Iraq on a map after having been to war there for almost half a decade with maps on the news, and yet there are more people in that age bracket with a college degree than there are people who gave the right answer, meaning even college graduates aren't guaranteed to know jack**** about the most basic geography.

Why would a journalism major whose maximum political responsibility ended at the Alaskan border ever stumble across a reason to know anything about subsaharan Africa? The only possible reason would be genuine curiosity to know things not relevant to daily life, a curiosity of which she has already demonstrated her lacking.
