This is not something that is remotely as widespread or worrisome as Republicans pretend. Their interest is voter suppression, which means putting up as many roadbloacks as possible to registering voters and getting them to the polls.
Convictions for vote fraud are extremely hard to come by. Look at indictments. Swissy is correct on how this type of vote fraud occurs. What should be important to note here is that it doesn't favor any one party, but rather the party in charge of the precinct. It should be noted this does nothing when it comes to absentee ballots, which are is the most common avenue by which actual vote fraud is carried out.
The measures the GOP claims to be targeting against vote fraud, however, has the effect of disenfranchising more voters. If thousands of fraudulent votes are blocked, but tens of thousands of voters lose their ability to vote, the net effect is worse than if nothing had been done.

No politician does anything in this country (least at national and state levels) without some consideration of which party they belong to. That is the real shame these days. The GOP assault on American voters has hit full stride as the economy and John McCain tank in synch. With just over three weeks until election day, the Republicans have mounted an all-out attack against newly registered voters and the organizations working to sign them up. As many as 75% of these new voters are expected to vote Democratic, but the attacks have also spread to long-established voters as well. Recent calculations show more than a million more newly registered Democrats in Ohio than Republicans. The usual drumbeat claiming massive voter fraud has become ceaseless at Fox "News" and other right wing media mouthpieces. As expected, the assault centers in Ohio, which once again could decide the presidency, but has manifested throughout the nation:

So this isn't exactly a standard of a large impartial newspaper with lots of resources for investigative reporting. So if they make any... uhm... unsupported bold assertions, we should be less inclined to trust them.

It is poorly sourced, has lots of unrelated trivia, and is presented with obvious bias. I'm surprised no one else noticed it, but I guess no one else read the whole damn thing.
Look for example at section 9:

How is a faulty voting machine in any way the fault of the GOP?
There is absolutely nothing suggesting any party was involved in the glitch, nor is there any proof this glitch favors any specific party.
It assumes
a) that the glitch has to do with newly registered voters
b) that the GOP has something to gain from the glitch - ie all new voters must be pro Obama
c) that the GOP has any connection to the glitch
These are bold assertions, and have no basis in the article, or anywhere else.

Regarding ACORN - seeing the amount of registrations for Mickey Mouse, I'm glad that their entire lists are checked, and their methods are contested.
Just because new votes may be likely to support Obama, does not mean they should be exempt from rigorous testing, if they do a hatched job.
Points dealing with the GOP contesting a massive voter count jump in Ohio - well if the numbers appear unreasonably large, this should indeed raise eyebrows and be checked for Fraud.
In the bottom line, this article is mostly a list of either biased points of view, or bold assertions, and even some totally unrelated trivia that seems to be a part of a GOP campaign against Obama voters. Even if it's a computer glitch, or happened in past elections.
