Based on 144 Tories...
Harper laid siege to the GTA and made inroads. He was checked in Quebec, but held onto previous gains. The Tories have a stronger minority in the midst of economic bombs going off. I'd call it a Conservative win.

That's why you don't call the places that are that close. You call the places where one guy has a 2-to-1 margin. If you have that kind of margin after 10% of the votes have been counted, unless there's some serious bias in which votes were counted first.
