There was an interview with a merchant captain on Swedish TV this morning, and he said that´s the last thing they want. It would only lead to an escalation of violence. Better to have the military patrol the area, as they can hardly be outgunned by privateers.

WTF? If you're a pirate in a speedboat, and you come across a ship with a 25mm Bushmaster, you're going to turn around and look for something a bit less likely to blow you to hell and back.
If you knew how these ships are crewed, you want as few weapons onboard as possible.

For bureocratic reasons, placing military weapons or personnel on civilians ships is hardly feasible. All they have is water cannons to prevent boarding.

If you're a pirate and you manage to capture an armed ship, you may want to take/dismount/seize whatever can increase your firepower.

They discussed that in a news article I saw recently - ships and ships crews are very expensive and expensive to insure. Most shipping lines feel that giving a bunch of lonely guys guns to keep while on a long vovage might not be the best thing, and would drive up insurance premiums. As for mercenaries, they are expensive, and what happens if they turn on the crew?

Well, I think mounting a T-72 turret on a speed boat might be a challenge.
