            In all fairness, that's not what he said. He said that political affiliation is not historically correlated all that strongly with starting wars. Of course there is the modern Republican Neoconservative hooey, and FDR didn't exactly "start" WWII, but you're not really addressing his point.

                    Yes, but as far as I remember, I've NEVER heard the Bush Doctrine defined as: "only speaking to leaders of rogue nations if they first meet conditions laid out by the United States."
