              Russia could do away with the antiquated idea that a conscription-based army is necessary for Russia's defense.

              Russia could also stop spending so much on the military as a whole needs no significant upgrades and in fact is too large for a country that doesn't have the economic base to sustain it. Russia spends about 5 times as much on defense today than it did at the turn of the last decade.

              Russia can also do away with the bureaucratic obstacles to domestic development, reduce restrictions on international investment, and remove corruption by replacing officials that have been given jobs because of their political connections.

              Those conditions would create an environment that would be a lot more suitable to young Russians who are faced with increasing challenges as well as ease some of the stress on the parts of parents who might be thinking about abandoning their child.

              Russia's weird kind of neo-statism isn't going to hold out forever, because oil isn't going to stay at $150 a barrel and Gazprom can't buy ape poopy if their revenue stream is cut down by 80-90%.

                The US could also stop spending so much on the military. It spends like what, 2 times the next 5 countries combined?

                We can, but it is hard. And it's not like we're the only ones restricting international investment. Have you heard about Alitalia's hardships?

                  I can't argue with that point, since I don't like welfare programs.

                              Makes perfect sense but Russian nationalists hate the idea of unwanted Russian babies going to the evil west (even though they'll be better cared for by loving families) and there for prefer them to be neglected and abused in state run facilities.

                                We had a couple of overblown instances of neglect by adoptive parents that didn't go over well in the foreign press... it isn't just the russkies who are clamping down. Most SE asian countires are also.
