OTTAWA - Public perceptions of integrity, accountability and economic stewardship are all taking a hit as the Harper Conservatives enter their third year in power, a new poll suggests.
Overall satisfaction with the minority Tory government dropped 13 percentage points between December and May, according to the Canadian Press Harris-Decima survey.
The online poll of 3,565 Canadians indicates satisfaction fell to 40 per cent from 53 per cent - with majority dissatisfaction in every region of the country except Alberta.
Various opinion polls have shown the Conservatives and Liberals stalled for months in a dead heat, well short of majority support territory.
But Harris-Decima pollster Bruce Anderson said Thursday that the underlying satisfaction numbers had previously showed some latent Tory strength.
"Last fall, we remarked that under the surface of the weekly horse-race numbers there was considerable satisfaction with the performance of the government, and that this would present them with an advantage in an election campaign," Anderson said.
The latest Mood of the Nation survey, he said, suggests "that this advantage has dissipated markedly."
The poll was conducted May 14-23 - after the current controversy concerning now-deposed foreign minister Maxime Bernier's complicated private life became public knowledge, but before his resignation and confirmation of his security breach.
A pure random sample of 3,500 respondents provides a margin of error of plus or minus 1.6 percentage points.
Survey respondents were selected from among several hundred thousand Canadians who have agreed to join the Harris-Decima panel and complete online surveys. The data is weighted to reflect the composition of the adult population in Canada. However because the sample is based on volunteers, Harris-Decima says no estimates of theoretical sampling error can be calculated.
The poll found that 51 per cent of respondents were satisfied with the country's overall direction. That's down from 61 per cent in December and 54 per cent prior to the 2006 federal election.
But specific appraisals of the federal government were less flattering.
Satisfaction with government integrity fell 10 points, with just 27 per cent saying the Tories are doing a good job in this regard. And 65 per cent said the Harper government is doing a "bad job" on accountability. A shortfall in this category would suggest the government is losing support in an area that was critical to their electoral success two years ago. The Conservatives rode a wave of voter disgust over the Liberal sponsorship scandal into office in 2006.
Some 74 per cent said the government was doing a bad job on health care, 70 per cent believe the Tories are not being attentive to the views and priorities of Canadians, and 66 per cent gave the thumbs down on environmental policy.
Ratings for providing "smooth, orderly government" sank 12 points to 40 per cent from 52.
"Good-job" ratings fell 16 percentage points on the government's promotion of economic growth, 15 points on fiscal management and 13 points on limiting taxes.
That reflected declining confidence in the overall economy, with the number of respondents who felt the economy was in good or excellent shape falling to 51 per cent from 78 per cent during the five-month period.
Among 20 government policy areas surveyed, 12 showed "significant deterioration," said Harris-Decima, three improved and five others remained stable.
The government's five best ratings were for: human rights protection ("Good job," 50 per cent); managing Canada-U.S. relations (48 per cent); public safety (48 per cent); international relations (45 per cent); and economic growth (43 per cent).

Many conservatives are singing this song today. Unfortunately for them this is not the same song they were singing two years ago. They ran on the promise of doing things differently and now we know what that means.

I'm more amused by the frequent hit pieces from publications like The Star on the conservatives now. Today's paper had an outstanding article slamming the conservatives for flying around like cowboys in a decrepit gas-happy Airbus A310.
Nevermind the fact that it was the Liberals that bought it.

The Star is predictable that way. More troubling to Harper should be the conservative publications and commentators that have them in their sights. Some of us on the right of the political spectrum are extremely disappointed in this government.
