If that's what's needed. If people are set in their ways, and those ways include preying on tourists and making their way through life as con artists and thieves, then yes, sometimes the heavy handed approach is both appropriate and necessary.

I think I get it! I have put the Pope and the dolce vita on the same list.

Obviously, they are exclusive of each other: if the Pope attracts visitors to Rome, then there's no way that some visitors could possibly come to get a feel the city's lifestyle and of Fellini's movies
