Interestingly, I heard on NPR the other day that it was stricter enforcement that has led to a rise in illegal immigration. Back in the day, illegal immigrants would come for a little while, make some money, head back home and spend it, then come back. They left their families in Mexico and would travel to the U.S. three - four times a year. Now that it's so much harder to get in, they bring their families and settle here, since they can't keep going back and forth.
If they manage to bring their families then enforcement isn't really working, is it?
