The international survey is much better as it asks not just Americans but also experts from around the world so that you don't get as much bias from domestic politics.

          Chavez is just a nationalist, anti imperialist, who thinks that the state should control the natural resources of the country.


          Chavez accused Aznar (a guy who likes small state, free trade, and is socially conservative) of being a fascist, and it is funny, because Chavez is much more similar to Perón or Mussolini.

            Because international experts don't have their own biases?

            I wonder if they have enough background in American history and politics to really make an informed decision. I'm not sure I'd necessarily ask general American scholars to rate the greatest British Prime Ministers over British scholars.

              Rather they have different biases which are unrelated to US domestic politics. Thus better.

                No... not better. Worse actually because generally they don't have an intricate knowledge of American history or politics to make a complete informed decision on the subject.
