The motive of someone who flips out and kills then suicides is inspired ultimately by a sense of helplessness and worthlessness, they want to leave an undeniable mark on the world which says "I was there!", rather than just fading into oblivion. They don't want to fade, so they don't want to be jailed. They want to leave their mark on the world then get the hell out. Go out with a bang.
Someone who does not feel (deep inside) that they are worthless, will not commit such an act.

It's not really correct to say "Control". Someone is motivated by control and wishes to do so in a criminal way would be more likely to for example take hostages or engage in kidnapping. Certainly, they don't want themselves to be controlled so they'd likely commit suicide rather than be captured by the police, but someone who simply goes around shooting people in the head does not want power over their victims. Unless they are a necromancer.
