There's actually a reasonable explanation for this. The ROK just had a presidential election, which was won by Lee Myung-Bak, a conservative, pro US candidate who has been quoted as saying he would get tough on North Korea. This is a big change in Korean politics as the conservatives have not been in power for a decade and the Sunshine policy is the Liberal side's creation (Presidents Kim Dae Jung and Roh Moo Hyun).

Lee takes office in a couple of months, I think, and I'm guessing the North Koreans are waiting to see which way he'll jump. If he starts talking tough, the North will probably withdraw from the agreement. If Lee is smart, he'll continue with the de-escalation policy.

Or maybe they had no intention of complying in the first place.

For those who aspire to live in a high cost, high tax, big government place, our nation and the world offers plenty of options. Vermont, Canada and Venezuela all offer you the opportunity to live in the socialist, big government paradise you long for. –Senator Rubio

Wasn't China as shocked and affronted as anybody when NK tested a nuke? I don't think China has nearly the influence over NK that it thought it did.

The orthography is different but to be honest Canadians from Ontario to Alberta sound accent-less to me.
