I think the intent there was to subdue him the easiest way possible. I personally don't think tasering was necessary. He was unarmed (physically and mentally) and badly outnumbered.

It's not really an issue I feel passionate about.

People who use toture always think it will make something easier.

That's too bad. I'm not as concerned about the issue of free speech. I think this kind of thing is much more important. Administering pain to people is very disturbing to me.

Your issue flows from mine (which is actually a combination of the the two - speech suppressed by force). I don't think the cops had the right to remove him by force at that point anyway, so any force after that is "excessive". It needn't be torture.

I read a news article about an autistic kid being tazared somewhere in the US. I'm surprised the video of that hasn't been posted yet.

I don't see the issue of removing him as important. It's minor. Injuring of causing someone pain is a very big issue. It's very authoritarian.

Sure he should be able to say what he wants to. I think he pretty much did. He was not allowed to rant, probably because he was a nut, and no one wanted to here him. I don't think that it's that important to freedom to let people (probably nuts) go on and on like that. Let him start a blog and if people want to read it they can. That's plenty freedom of speech.

Giving him electro-shock is completely outrageous on the other hand.
