I don't know if the student tasering incident rises to the level of torture, although I do feel that the campus police did punish the student for resisting. What are legal implications of that, if any, I don't know.
The second video I linked, appears to be close, if not actual torture.

The thing is that I think this "level" that people seem to be talking about doesn't exist. Some people don't want to call it toture for some reason although there is no reason to say that it isn't. Wezil, said it doesn't matter to him, which I think is an honest answer.

Let's not be too free with my opinion...
I of course care about "torture", I just think pretty much any force in this case was "excessive". My bar is just a lot lower in this situation... I don't think torture is a standard that needs to be proven here hence is a moot point.
