No, cutting taxes reduces revenue (in the short term, anyway - in the long-term things are less clear). It only creates (or enlarges) a deficit if you assume that spending remains constant or increases. If one cut taxes and also cut spending, one could have a net benifit to the budget. This never seems to happen, though... gotta love those "borrow and spend" Republicans. 
Anyway, the "do not call" registry (nice one, Kuci) is probably the only "accomplishment" I give Bush credit for. His presidency has been a nearly unmitigated disaster fr this country.
