It's an area attack weapon....it doesn't need to be accurate, so it logically follows that the Russians would build something like that

BS. Stealth means reduced radar signature. Your "stealth" aircrafts are not invisible to our SAM batteries.

Think of a darkened soccer stadium. Bombers are walking around and have reflectors on them which helps the guy with a flashlight(SAM/AAA radar) look for them.

A "Stealth" craft wouldn't have any reflectors on it. So, you could still see the guy with a flashlight, but it would be march harder, especially if he's farther away...

We had the technology before you've made your MOAB. You build the most powerfull conventional bomb, we retaliated with our improved version. Now it's your turn. But since your technology generally sucks comparing to ours, you'll always lose.

Yeah, but there are many ways to detect bombers at the "dark soccer stadium". If your flashlight doesn't help much, you can use a different flashlight (a different wavelength) or other methods.
Anyhow, they are not completely invisible. That was my point.
