Supposedly all of the Al Qaeda bigwigs did just that. They're holding up in Pakistan and the Pakistani government is to weak to enforce the law or even have government soldiers in the northern Tribal areas. Thus the Taliban and Al Qaeda defacto own the place.

Al-Qaeda executed most of the tribal leaders in the area. There are reports of some efforts at armed resistance. If I were the government of Pakistan I'd be arming that popular resistance to al-Qaeda and use it to oust them.
