I think there is a general consensus that the Romans did not hate any particular people so much that they would engage in a general slaughter of them. For example, the wiped out the Jews in the early second century because of a savage guerilla war, not because they hated the Jews. What happened in Italy in the early 400's was an entirely new phenomena, I think.

But, again, give me a link to an earlier incident that was clearly hatred based on national origin.
