If it's on the way from outside the country, its not the job of a city police force to track it. In fact, if it's on its way from inside the country but beyond the city limits, its not the job of the city police force to track it.

I'm saying if the concept of juristiction means anything, it means that the NYPD does not investigate French citizens on the suspicion that they might commit a crime in NY sometime in the future. Even if that suspicion is well-founded, that's what we have well-funded federal intelligence agencies for.

Cooperating, sure. I'm also -- as an embassy official who has had law enforcement as part of his portfolio -- familiar with how that works internationally, and it doesn't ever involve domestic metropolitan police forces conducting their own investigations abroad.
