          Oh but it is, and has been done by everyone from the Iranian Mullahs to the Chilean Junta.

                    Weve pretty much spent our rule changing capital on preemptive strikes against WMD and the untouchability of supporters of terrorism. With at best mixed success.                           er, killing American dissidents living in Moscow? That presents other problems, Id say.

                          Assasinating a head of state would be pretty damned close to an act of war. Not equivalent to knocking off a dissident.

                          The logical response is funding dissidents, knocking off FSB agents, stirring up stuff in places where Russia is trying to extend its influence, etc. Routine cold war stuff. And if we get solid confirmation on the Litvinenko killing you might see that.

                          Dont get this confused with, say, the Haririr killing. Haririe was Lebanese, NOT Syrian, and his killing was a much bigger deal than if the Syrians had just knocked off an exiled Syrian in Beirut. In fact there probably arent any exiled Syrians in Beirut, for just that reason.
