Translation: the use of more force than is needed to arrest someone. Whether or not the arrest is justified actually isn't the point. Maybe the law that causes you to be arrested sucks. That's not the cop's fault.
By the way, I've been arrested. They managed to do it without beating the **** out of me. I was subjected to the use (or threat of) force by the police, sanctioned by society. Thems the breaks. I actually did break the law. The law itself is, IMO, meh, but them's the breaks. Someday perhaps it will change. Until such time, so be it. The majority of the population, as it happens, supports the law AFAIC. If and when public opinion on the matter changes enough, so will the laws.
