So what? Chavez is hurting the income of Venezuela, which needs the money much, much more than London's poor people. This kind of policy reduces the amount of money available to invest in Venezuela's future, both in terms of civilian and of oil infrastructure.

I don't think so. There's inflation in Venezuela because of so much investment there.

Yet another of Chavez's publicity stunts. Western democracies could in return donate -- I don't know . . . food to the poor of venezuala but that would be a cheap publicity stunt too

You might be surprised to learn that the welfare system does still exist in Britain, and in fact during Thatcher's time welfare spending increased substantially (as millions lost their jobs).
