"whether the family and community are being supported in this task by public policy and resources" which translates to they vote for countries which have the same ideological sympathies the authors have and the facts don't matter. How healthy and happy the children are, as judged in a mathmatical and reproducable way, doesn't matter and instead it is all about promoting one political/ideological system. Is it any wonder the UN's survey's get laughed at so much? Hell, these idiots even claim that income inequality some how matters more then median income. Those assurtions are purely political and have no barring on the supposed subject of the survey.
