I was just raised that if a girl or child is around adult men she is clothed. It's just the way my parents raised me so keeping that in mind it would only be natural that I found it a little odd that she didn't have a shirt on. My only thought was that the boyfriend is new only been around a few months so how much do you really know about him. As a parent those are things to keep in the back of your mind.
I don't find anything wrong with naked bodies, in fact I quite like them
You just wind up hearing all the horror stories in the media about kids and Mother's boyfriends etc.... My concern was just that until she got to know him better it might not be a good idea for the girl to run around like that. It's just the way I was raised. My dad was a Colonel ya' know.

It is often an issue (kids + mother's boyfreinds), I agree.
That is why I said, with the information we had been given, no foul.
If there was a change of behavior on the girls part, or if the boyfrenid had a shady history, etc., then I would change my mind.
