Yes, this isn't the first time it's happened and I'm sure it won't be the last. Best to suspend reality checks on a few of the them. Normally I would be against it, but after all these seasons of entertainment, I'm willing to cut them a little slack in this area.

Graham was only introduced last year. No mention has ever been made of Jack's family, other than dearly-departed Teri and the unholy Kim. No hint of Graham's identity was made last year.
There's no reason for to Jack to think Graham was behind last season's plot, so his enmity towards Graham must be based on some prior knowledge. Even apart from his puppeteering of Logan last year, he certainly wasn't a sympathetic figure last night: weaselly, snide, boisterous. That may or may not be a front.
