That's not why we built ours (besides, the one neighbour we did have in mind when building our arsenal has its strategic targets considerably further away). If it was Pakistan we were concerned about, we'd have been better served relying on conventional superiority than by leveling the playing field like we did.

Iran's program, AFAIK, is for bragging rights and to back up their leadership aspirations in the Muslim world. Perhaps the one country they'd like to use the weapons against is relatively distant, too.
