Its always been around, but I think they are greater in numbers now. They would always snap up the best of the best JUCO players, but seeing teams built on JUCO transfers, they've decided there are more there that have the talent to play on the big boys.

It seems like some teams don't have any junior college starters. ND doesn't for sure. I don't remember Michigan having any junior college starters -- or at least any mentioned. I remember that Georgia Tech and MSU both had one or more junior college starters. Ohio State had one or more (IIRC). Florida State has several.
I'm not sure what to think of this trend. Just something that I noticed that surprised me.

JUCO players are poor students but good players. "Good" schools like Notre Dame or Michigan aren't going to use them, as they couldn't cut it at the school. Weaker academic schools will though, particularly at schools who need help recruiting.
Top schools don't usually need them anyway, as the "best" recruits get enough help to pass their SATs and whatnot.
I know NMSU, the school where I grew up, made a Final Four with nearly entirely JUCO transfers. I think Basketball has more than Football, or at least they make a bigger difference.
