the reason is the existance of a rule. you're supposed to be abiding by the rules cause you're an ok person and we're supposed to creating new rules at our own will cause we're bad persons, right?

Rules are fine so long as you enforce them consistently. I see moderators constantly letting slip people "breaking" the rules such as going around the censor without a warning or banning. You selectively enforce your rules, and you've even got a clause in your rules that say "anything I deem inappropriate is against the rules", which makes it worse. You become a tyrant, in effect.

If you've got rules,
1) Enforce them consistently, not selectively
2) Spell them out clearly so people know what to expect, don't rely on vague "what I say goes" rules
