        Who said anything about this being about the Mexico-US border?
        Is God willing to prevent evil, but not able? Then he is not omnipotent. Is he able, but not willing? Then he is malevolent. Is he both able and willing? Then whence cometh evil? Is he neither able nor willing?

                        I'd use the cashiers to cover the main entrance to the mall, while the coffee shop personnel would cover the entrance from the parking lot. Stocking personnel would be responsible for security around the loading dock. Additionally a quick response force in the non-fiction section near the stairs would be able to respond quickly to an emergency in any part of the store.

                            Give Mexico a 200 yards wide strip of land on the border without telling anyone. The illegals will think they're in the US but in fact they'll still be in Mexico.
