I would start by reducing the ability of big publishers to sell books at major discounts to large retailers. Thats one of the things thats really hurt independent book sellers. I might consider zoning and urban developement ideas that are less friendly to big box retail in general, and more favourable to smaller stores. Id encourage indy booksellers to form coops, and make sure there was nothing in the law preventing that.
OTOH some folks arent sure that Borders is so bad, or indy booksellers so good.

Borders suck, we need to be rid of them. That should be our goal. Such a small planet, too small for all that divides us. Of course, it's impossible with all the hate in the world, so the sooner we start the better.
I'm not talking about flowers in guns and posters about love. We need to get to the root of hate movements and governments and dig them out. We also need population control. The earth is a finite space and can't sustain infinate procreation.
What am I talking about? This can't be done. Besides, nobody could be trusted to do it.
