I have the Fuji s5200(ISO 64 to 1600, Zoom optics 10x)
I've take many shots in Low Light condition... at ISO 800 and 1600, there is too much noise for me. But the Fuji s5200, for 450$ produce less noise than any other digicam, at the same price, at the same ISO level. Even at ISO 800 there the same amount of noise than other cam at the same price at ISO 400.
I've found the best software to reduce the noise, without degrading the pictures quality.
Get a look into this:
There a photoshop plug-ins and a stand alone version.
I tried many noise reduction software, and it's the best I've came across.

switch to manual, set ev to +2/3, chrome filter, flash on, take a picture of sunset, looks like picture came from photography magazine everytime, there is noise (grain in night photos or high contrast subjects) at iso 1600 but you can easily get a 4x6 print still.
if the noise is really reduced as much as they promise, then the f30 may have picture quality to rival $1000 Dslrs. if they fail, they still won awards for best pocket cam in europe and japan this year.

my picks this year are
DSLR style:
Panasonic F-27... seriously, 19x optical zoom.... (dcresource.com)
Canon S2 IS (the S3 IS has only minor upgrades, why pay $100 bucks more for them)
Pocket digicams
Fuji F30
Canon A540
