1080p/60 is 60 frames a second of full images. Just like 720 (720p/60).
Do you really not understand that HDTVs have supported 1920x1080 resolutions for a long time, and the Xbox 360 supports that resolution as well?

The main reason why 1080p will be useless for quite a while is adoption. The vast majority of HDTVs in homes do not have HDMI inputs, and they won't be getting those until they upgrade their TV (which isn't likely to happen any time soon!). MS has the ability and the pedigree to gamble way more than Sony will. As you said, Playstation is their bread and butter these days -- not something you'll gamble with. MS has way more money to invest and huge profit margins to play off of, and Sony is teetering on the edge of profitability.
For MS it's a strategic move more than a business move -- especially with Sony saying Linux will be on the PS3's harddrive. That's a huge threat to Windows, MS' bread and butter...
