The basis of punishment is vengeance. Somebody has done you wrong, so that person needs to suffer. That seems like exactly the wrong basis for corrective justice.
The bases for corrective justice should be rehabilitation. If that's not successful with a certain person, the fallback position is to keep the society safe.
