For example, it is illegal to copy software and give it to somebody else, but that is not a criminal offence.
Another example. Littering (in public) is illegal here, you get slapped with a $1500 fine. However it is not a criminal offence.
Yet another example. Speeding is illegal, you get demerit points and are fined. But it is not a criminal offence, either.

I can't understand why anyone thinks Hillary has a shot in hell at the Presidency. Even if she were nominated, the Republicans would just nominate a center-right candidate, fairly moderate, and if they were smart, pro-choice. There aren't a lot of people that could actually lose to a far-leftwing woman in national US politics - that's just the way it goes, and the Republicans would make sure Hillary got crushed. If things were really looking bad, the Republicans would just nominate a minority/woman, or both, such as Condoleeza Rice. That said, I use to think she probably didn't have that much of a shot -- but Bush has fubarred things so badly that Hilary could possibly, just barely, win on the "I'm not in the party the f*cked it all up" platform, in the style of Jimmy Carter.
Or think of it this way. All she has to do is win the states John Kerry won, or all the states Gore won, plus Ohio. And right now, the GOP is in a world of trouble in Ohio. The problem with Hillary, though, is that the centrist voters would stay far, far away from her, unless the Republicans nominated someone equally as extreme. John Kerry at least made it seem he was somewhat centrist, but I can't see an ultra-left wingers winning Ohio, or even Pennsylvania, and certainly not Florida. It was close in those states with relatively moderate Democrats (Gore and Kerry, as compared to Hillary) - the Democrats were competitive because of the "undecided" voters, not their base.Follow me on Twitter: http://twitter.com/DaveDaDouche
